Fujita, 30, was an unrestricted free agent. He started at outside linebacker the last four seasons, including last season, when the Saints won the Super Bowl. The Saints did not believe he would leave them because of his strong ties to the New Orleans community.
"Scott possesses tremendous size for a linebacker, and this will allow him to play inside or outside in our 3-4 defense," Browns general manager Tom Heckert said. "He has been a starter throughout his career, has been exposed to several different defensive schemes and has been successful in all of them. He is a great leader and played a big part in the success that the Saints achieved last year."
The 6-5, 250-pound Fujita was picked by the Kansas City Chiefs in the fifth round of the 2002 draft out of California. He played three years with the Chiefs and one with the Dallas Cowboys before going to New Orleans.
Fujita could be a candidate to move to the inside in the Browns 3-4 defense.

The Cleveland Browns have confirmed that they have reached a contract agreement with right tackle Tony Pashos, an unrestricted free agent formerly with the San Francisco 49'ers.
ESPN reported the deal would be for three years and $10 million.
The 6-6, 325-pound Pashos, 29, is expected to be the Browns' new starter at right tackle. He spent his first four NFL seasons with the Baltimore Ravens as a fifth round draft pick out of Illinois in 2003, and was with the Jacksonville Jaguars in 2007-08.
Last season was Pashos' only one with San Francisco. He missed 11 games, including the last 10 with a broken left shoulder blade. In the previous three seasons, Pashos missed one game, making 47 starts.
The move could spell the end of incumbent tackle John St. Clair, or move him to competition with Floyd Womack at right guard. The signing also means the Browns probably won't consider an offensive lineman with their first pick in the draft.
